Portlokal is a roadside stall directory and pickup ordering platform operated by runweb.my. This page explains how personal information, stall listings, ownership claims and customer orders are handled.

By using Portlokal, you agree to the following Privacy & Terms.

Privacy

Account & Google Sign-In: Customers and stall owners can sign in using Google. We may receive basic account information such as your name, email address and profile photo. This information is used for account management, authentication and platform functionality. We do not receive your Google password.
Stall Submissions: Listing requests, stall claims, reports and feedback may include names, WhatsApp numbers, relationships to stalls, stall details, location pins, photos or messages. Private contact information will not be publicly displayed unless permission has been given.
Pickup Orders: Customers can select menu items and prepare pickup orders through Portlokal. Order details, including selected items, quantities, special instructions and information provided by customers, are forwarded to the stall's registered WhatsApp number.
WhatsApp Communication: Once an order is forwarded, customers and stall owners communicate directly through WhatsApp to confirm availability, pricing, pickup arrangements and payment methods. These conversations take place outside Portlokal and are subject to WhatsApp's privacy practices.
Payments: Portlokal does not collect, process or store payments. Customers and stall owners arrange payments directly using mutually agreed methods such as QR payment, cash or bank transfer. Portlokal does not require customers to provide banking credentials or payment card information.
Information Usage: We use collected information to manage accounts, review stall ownership claims, maintain listings, facilitate order forwarding, prevent misuse, investigate reports and improve our services. Authorized administrators may access relevant information for moderation and support.
Location & Analytics: Device location is requested only when users select the location feature. Approximate location may be used for spam prevention. Navigation-button taps may be counted to understand how users access stall directions through Waze or Google Maps.
Third-Party Services: Portlokal uses third-party services for Google authentication, hosting, databases, map functionality and spam prevention where applicable. Map data includes OpenStreetMap. Information shared with these services may also be subject to their respective privacy policies.
Data Protection: Portlokal aims to handle personal information responsibly and in accordance with applicable Malaysian data protection laws, including the Personal Data Protection Act 2010 (Act 709), as amended. Reasonable measures are taken to protect personal data against unauthorized access, disclosure or misuse.
Account Deletion: Users may delete their accounts through Padam Akaun on their account page. Associated stall claims are deleted, and managed stalls are released from their accounts. Certain records may be retained where necessary for legal compliance, dispute resolution, fraud prevention or legitimate operational purposes.
Data Requests: Users may request access to, correction or deletion of personal information by using Reports in the footer or contacting runweb.my, subject to applicable law.

Terms of Use

Stall Listings: Listings are submitted by the community or stall owners. Operating hours, locations and "open now" statuses are based on published information and may not reflect actual operating conditions.
Account Responsibility: Customers and stall owners are responsible for providing accurate information and using their accounts appropriately. Users must not use another person's identity or account without authorization.
Stall Ownership & Approval: All stall ownership claims are subject to administrator review and approval. Users claiming stalls must be legitimate owners or authorized representatives. Portlokal reserves the right to request supporting information, reject claims or revoke previously approved ownership access.
Stall Content: Users submitting stall information, photos, menus or other content confirm that they have the right to share such materials and that the information is accurate to the best of their knowledge.
Pickup Ordering: Portlokal allows customers to prepare pickup orders and forward them to participating stalls through WhatsApp. Sending an order does not constitute an accepted or confirmed order. Customers must communicate directly with stall owners to confirm availability, final pricing and pickup arrangements.
Direct Communication: All communication following an order submission takes place between customers and stall owners through WhatsApp or another mutually agreed communication channel.
Payments: Portlokal does not act as a payment intermediary, process transactions, hold customer funds, verify external payments or manage refunds. All payment arrangements are made directly between customers and stall owners.
Order Changes & Disputes: Order modifications, cancellations, refunds, incorrect items, payment disagreements and fulfilment issues must be discussed directly between customers and stall owners. Portlokal may review reports of suspected platform misuse but does not guarantee resolution of disputes between users.
Pricing & Availability: Stall owners are responsible for maintaining accurate menu information, pricing and item availability. Customers should confirm final order details before making payments.

Stall Ownership, Impersonation & Fraud

Users must not falsely claim stall ownership, impersonate legitimate stall owners, provide misleading business information or redirect customer orders and payments without authorization.
Fraudulent ownership claims, impersonation, unauthorized payment requests and other dishonest activities are strictly prohibited.
Depending on the circumstances, such conduct may constitute criminal offences under Malaysian law, including:
- Penal Code (Act 574), Section 419: Cheating by personation.
- Penal Code (Act 574), Section 420: Cheating and dishonestly inducing the delivery of property.
- Communications and Multimedia Act 1998 (Act 588), Section 233: Improper use of network facilities or services, including certain communications intended to commit fraud or dishonesty.
Portlokal reserves the right to suspend accounts, reject or revoke stall ownership claims, remove suspicious listings and report suspected fraudulent activities to the relevant authorities.
Portlokal may preserve and disclose relevant information to authorized law enforcement agencies where permitted or required by law.
Administrator approval indicates that a stall ownership claim has undergone platform review. It does not constitute an absolute guarantee of ownership legitimacy, transaction safety or freedom from fraudulent activity.

Platform Responsibility & Safety

Customer Safety: Customers are encouraged to confirm order details, stall identity and payment recipient information before making payments. Suspicious activities should be reported through Portlokal's reporting feature.
Stall Owner Responsibility: Stall owners are responsible for their menu information, customer communication, payment arrangements, food preparation, quality, safety and order fulfilment in accordance with applicable law.
Platform Moderation: Portlokal may edit, hide, suspend or remove listings, accounts, menus, reports or other content that violates these terms, contains misleading information or poses a potential risk to users.
Service Availability: Portlokal is free to use unless otherwise stated. We do not guarantee uninterrupted availability, accurate listing information, successful order fulfilment or the performance of third-party services.
Third-Party Services: Navigation and WhatsApp communications operate through external services. Users are responsible for complying with applicable third-party terms and exercising reasonable care when using these services.
Limitation of Responsibility: Portlokal provides a platform for stall discovery and order forwarding. It does not prepare, sell or deliver food and is not a party to direct transactions between customers and stall owners. To the extent permitted by applicable law, Portlokal is not responsible for independently arranged payments, order fulfilment failures or disputes between users. Nothing in these terms excludes rights or liabilities that cannot lawfully be excluded.
Policy Updates: Portlokal may update these Privacy & Terms to reflect changes in platform features, operations or applicable laws. The latest version will be published on Portlokal.
